CK3. EU4 is a good game but to get the full experience you need to buy hundreds of dollars worth of dlcs. To enjoy CK3 on the other hand you don't need any dlcs because, well, there aren't any major dlcs yet. CK3 also has better UI and graphics if that's something that matters to you.

Also, having that 8 years worth of income upfront can allow you to build more economic buildings to cover the 2+ years worth of income that you're losing. It can also be a good idea to pop it to prevent a loan due to gold loss event, as 5 years of 4% loan means you'll be paying for 20% of the loan amount in interest over 5 years, way more
If you're looking to get into the game, the EU4: Starter Pack is a great bundle - it includes three DLC listed in the top two tiers. Note that EU4: Empire Bundle is different and includes all expansions except the latest ones - Origins, Lions of the North and Domination
You rarely if ever see eu iv dlc go for less than €4.99 on sales. Just took a lok at the sale and i would say it's worth it to get all if you can afford it and know you like eu iv, else i would still advise to get AoW and CS only and take a look at the next big steam sale. ~75% off is still a pretty good deal. #11.
The one argument that nears validity is that they changed the building system so that building slots are based off of development and the ability to manually develop provinces is a DLC feature, but even with the DLC it's almost never worth developing a province to get an extra building slot. 1. level 1.
That seems like a good way to lose customers to me. EU4 is a 2013 game, not many people are buying the game now.
